New Canada Road: A Project Decades in the Making

Construction continues on New Canada Road. Traffic is projected to begin using New Canada Road in late 2027.

What is now one of Lakeland’s largest transportation projects has been decades in the making.

Construction is currently underway on New Canada Road, a new east-west connection designed to provide an alternative route through the Canada Road corridor between U.S. 70 and Interstate 40. While construction on the first phase began in 2025, planning for the project dates back more than 40 years.

The project’s history can be traced to 1980, when the Canada Road corridor between U.S. 70 and I-40 was included in the Memphis Metropolitan Planning Organization’s Long Range Transportation Plan.

Planning for a new alignment was underway by at least 1992, although the project would undergo numerous studies, route evaluations and funding challenges before construction began.

From Planning to a Final Route

The modern version of the New Canada Road project, identified as PIN 107036.00, began appearing in MPO project records in 2006.

In 2008, the City of Lakeland contracted with the Tennessee Department of Transportation to conduct an environmental assessment. At the same time, a citizen and property-owner task force was examining possible routes for the road.

At that point, no final alignment had been selected.

Environmental and alignment work continued from approximately 2009 through 2011, with studies examining potential impacts involving wetlands, historic resources, noise, air quality and other environmental considerations.

The project then moved into the right-of-way acquisition phase. By 2014, the city was actively acquiring property needed for the road. By 2016, some remaining parcels were being pursued through negotiations or condemnation proceedings.

Utility Relocation Adds Another Step

Another significant milestone came in 2020, when the Lakeland Board of Commissioners approved a preliminary engineering reimbursement agreement related to relocating a Texas Gas pipeline.

The physical relocation of the pipeline took place during the summer of 2022, clearing another major obstacle ahead of construction.

By 2024, however, the project faced a new challenge: rising construction costs.

The estimated cost of completing the entire New Canada Road project had reached approximately $36 million. Rather than construct the entire project at once, Lakeland divided the work into phases.

Construction Finally Begins

The first construction phase covers approximately 2.331 miles of New Canada Road.

The project was advertised for bids in June 2025, with bids due July 8. Chancellor Brothers was awarded the construction contract for $24,177,910.65.

Construction officially began in October 2025.

As of 2026, crews are continuing work along the Phase 1 corridor, including earthwork, drainage improvements and utility-related work.

Current projections call for traffic to begin shifting onto portions of New Canada Road in late 2027, with completion of the current phase anticipated in fall 2028.

How Is New Canada Road Being Funded?

Funding for New Canada Road has historically relied heavily on federal transportation dollars. The project has traditionally been described as following an 80% federal and 20% local funding structure.

As construction costs increased and the project was divided into phases, however, the financing became more complicated. Funding has included a combination of federal, state and local grants, city funds and debt proceeds.

The result is a project that has evolved significantly from its early planning stages — both in its design and its financing.

For Lakeland, the construction now visible along the corridor represents the latest chapter in a transportation project that has been under consideration for more than four decades.

New Canada Road Timeline
